Global or National Race Discussion?

Racism is a global phenome. Since the 1400s when Europeans began exploration - wherever they settled the construct of racism was instituted to oppress and control the indigenous populations.

Now that conversations such as reparations and land back are in the forefront (again), should accountability be held on a global level or confined to nations to be beholden to those they oppressed solely in their country?
